2005 VISOA Annual Membership Meeting
Secretary’s Report - July 23, 2005
1.  Introduction.
 
There being a quorum present the President opened the meeting at 4:10 pm, with 99 voting members present.  It was moved that the reading of the minutes of the 2004 meeting be dispensed, the motion was seconded and approved.  The Secretary has posted a copy on the web site.
 
2.  Treasurer.
 
The Treasurer reported that the association balance on hand in previous years was in the target $5K range.  Currently the balance is approximately $4100, see below. Chuck Lieber will conduct an informal audit on behalf of the membership. It was moved and seconded that the Treasurer's report be approved; it was by voice vote.
 
3.  Vice President for Training.
 
The Vice President for Training reported the conclusion of a successful field test with no injuries reported.
 
4.  Vice President for Assessments.
 
The Vice President for Assessments introduced new national assessors Pete Stenner and Bob Fischer, and new regional assessor, Owen Waltman.
 
5.  Area Representative.
 
Bob Fischer is representing VISOA at the NISOA national convention and reported back to the President that NISOA had established a new policy on conference assignors and the insurance coverage of NISOA-registered officials.  (NISOA will formally publish the results of its deliberations.)
 
6.  Commissioner.
 
No report.
 
7.  President.
 
The President introduced the Area 5 Representative, Norm Conde who spoke briefly to the membership.
 
8.  Old Business.
 
The Hall of Fame class for 2004 has yet to be selected.  At the suggestion of Martin Hooker, the Board requested that our Hall of Fame plaque be incorporated into the Virginia Sports Hall of Fame.  The Sports Hall has not yet moved on that request and Martin will pursue the issue.
 
9.   New Business.
  • Constitution Revision.  An updated and revised Constitution and By-Laws was posted on the web site on June 22, 2005.  A sub-committee composed of Pete  Stenner, Jeff Krasnow, Carla Nagel, and Scott Johnson competed the review.  It was moved and seconded that the Constitution as revised by approved with one amendment.  The amendment corrected the fact that the position of Vice President for Training was inadvertently omitted from Section 10 concerning the sequence of events at Board meetings.  After a second and a brief discussion the vote was unanimous to accept the version, as amended on July 23, 2005.

  • Elections.   The President announced new Regional Representatives, Scott Johnson from the Central and Garrett Tucker from the North.  Concerning the office of President the nominating committee met and considered both candidates as qualified-Jeff Krasnow and Chip Boatwright.  There were no nominations from the floor.  It was moved and seconded that nominations be closed.  By written ballot Chip Boatwright was elected President. As a result, Billy Ditmar became the East Rep for one year to complete Chip's term.  Concerning the office of Secretary/Treasurer, the nominating committee met and considered both candidates qualified---Ben Jones and Owen Waltman.  It was moved and seconded that nominations be closed.  By written ballot Owen Waltman was elected Secretary/Treasurer.
The meeting was adjourned at 5:15 pm.
