2003 VISOA Annual Membership Meeting Secretary's Report - July 27, 2003
1. Introduction.
There being a quorum present the President opened the meeting at 9:40am. It was moved that the reading of the minutes be dispensed, the motion was seconded and approved. The Secretary will post both the minutes on the web site.
2. Treasurer.
The Treasurer reported that the association balance on hand two year ago was $6640, last year's balance was lower, $5500, and this year's balance was lower still, less than $4000. The Treasurer reaffirmed that an amount in the $5000 range was necessary to provide working capital throughout the year. The three-year strategy was to reduce the balance on hand and to defray the cost of polo shirts and wind shirts for the membership. The Treasurer reported that there will be a small net gain from this years clinic to bring the balance back over $4000. He reported that the incremental cost of doing business was going up and that he had briefly entertained the idea of increasing the admin fee from 4% to 5%. That will not be necessary because we now have a mechanism to recover training costs for members who also officiate CAA games (see Old Business, below).
3. Vice President for Training.
The Vice President for training thanked all who assisted in again making this year's clinic a success.
4. Vice President for Assessment.
The Vice President for Assessments reported that we would be able to provide better coverage in the Central and West regions thanks to new members, Vladi Levit and Wayne Wray, and the increased availability of Bob Fischer.
5. Area Representative.
Bob Fischer is theArea Five Representative and he also represented VISOA at the annual NISOA meeting. He reported that the language rule is still at issue as is the conference assignor practice. There will be another national assessor's clinic in 2005. It is anticipated that the Blue shirt will be phased in at some point in the future. This is the last year for the Black shirt. He asked that we be thinking about a nomination for Area 5 referee of the year.
6. Commissioner.
- The Commissioner reported that we will cover 52 programs (mens and womens) with the addition of Salisbury in Maryland and the expansion of the VMI women's program to full status.
- The Commissioner continues to encourage constant communication to make sure the right referees are at the right place at the right time in the right uniform. Don't wait to be called. Take the initiative and don't hesitate to call the Commissioner if there is a problem. The center referee has overall crew responsibility. Make sure your individual data is correct in the data base. The Treasurer will e-mail the final association contact roster within a week and it will also be posted on the web site.
- Make sure that game reports and ejection reports get in to the Commissioner.
- Scrimmages remain the responsibility of the Area reps.
- Schedules will be out by the 16th of August. There will be two payouts, one in the first week in October and one in the first week in November. The Treasurer will deduct both NISOA annual dues ($70) and estimated VISOA clinic fee for next year ($100, in two $50 increments).
- As an adjunct to the Commissioner's report the Rating Committee Chairman, John DiGuardo advised that the system will continue. Any questions concerning individual ratings should be referred to him.
- A letter to Athletic Directors will go out soon and will address the language issue. The membership will be provided a copy of that letter via e-mail. [Post meeting addendum: The letter will also include notification to the schools that VISOA is in compliance, as a vendor, with "Electronic Viriginia" (eVA), a new method of conducting business with state organizations and entities.]
7. President.
- The President recognized new members in attendance and welcomed them to VISOA. For the record, new members are: John Stupic, Blox Daugherty, Wally Kemppainen, Mark Turner, Stephen Wiley, Shawn Brewster, Andrew Hawkins, Bill Kingsley, and Ben Strome. He also welcomed experienced assessors Vladi Levit and Wayne Wray to VISOA membership.
- The President then acknowledged and thanked North Carolina and Maryland-based officials present who continue to belong to and support VISOA-Jon Brindle and Samson Yakubu from North Carolina, and Garrett Tucker, Carla Nagel and Brian Kriese from Maryland.
- The President reported on the results of area elections. Andy Chapin remains the North representative and Lou Farina is the new Central representative.
- The Vice President for Training chaired the meeting to ask for a report from the nominating committee to fill the positions of President and Secretary/Treasurer. Jeff Krasnow and George Grzenda reported that the current incumbents for the positions of President and Secretary/Treasurer wished to continue serving. There were no nominations from the floor. The membership unanimously approved the slate of candidates. Pete Stenner continues as President and Miles Kara continues as Secretary/Treasurer.
- The President informed the membership that next year's clinic would be held 23-25 July at a location to be determined.
8. Old Business.
- The Board selected two individuals to enter the VISOA Hall of Fame as the class of 2002. They are: Bill Howard, long-time VISOA member, and Mike Taylor, former VISOA member currently residing in California.
- The Board will continue to work the issue of a senior USSF recertification clinic in conjunction with the annual VISOA clinic.
- The President formally reported to the Board that the agreement reached last year by the National Referees to pay a $3.00 administration fee to VISOA for CAA games worked would be implemented by the Secretary/Treasurer retroactive to last fall. The Secretary/Treasurer will send an e-mail to each concerned official to verify amounts. The Board will work on extending that concept to other major conferences worked by VISOA members.
9. New Business.
There was no new business and the meeting was adjourned at 11:15.
